Did Cain Stay a Wanderer?

Some claim the Bible contradicts over if Cain stayed a wanderer:

Genesis 4:11-12

"Now you are cursed from the ground, which has opened its mouth to receive your brother’s blood from your hand. When you cultivate the ground, it will no longer yield its strength to you; you will be a vagrant and a wanderer on the earth,” (Genesis 4:11-12 NASB1995). 

Genesis 4:16-17

"Then Cain went out from the presence of the Lord, and settled in the land of Nod, east of Eden. Cain had relations with his wife and she conceived, and gave birth to Enoch; and he built a city, and called the name of the city Enoch, after the name of his son," (Genesis 4:16-17 NASB1995).

In Genesis 4:11-12, we see that God notes to Cain that the land will be harsh to him. Thus, he will be a wanderer on the Earth. In Genesis 4:16-17, it says Cain settled. How is this possible? Very simply, the skeptic is over-reading the text. God never states he will never be able to not settle or that he is cursed to not settle; rather, he is merely cursed to have poor land. This is rapidly different.
