No one exactly knows where this idea came from since the Bible never claimed this. The Bible tells us he will be suffering in Hell, but that's about it. "And the devil that deceived them was cast into the lake of fire and brimstone...and shall be tormented day and night for ever..." (Revelation 20:9-10). Before this fate, the Devil roams the Earth, "Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour," (1 Peter 5:8 KJV). This is why we see the Devil trying to tempt Jesus in Matthew 4.

There are several theories of where this idea, that the Devil tortures people, has come from. The largest theory comes from the mix-up of other religions. In Greek Mythology, there is a god named Hades who controls the underworld, a concept that is similar to Hell. It is possible someone made an assumption that Christianity had a being that had the same task, this being the Devil.
